I am getting the following error suddenly(recompiling does not help)

Checking project ExcellenceSMS dependencies...
Checking project ExcellenceSMS_Model... Up to date...
[Fatal Error] Failed to create process
  Command line: '"D:\Program Files\Microsoft.NET\SDK\v2.0\bin\resgen.exe" "H:\Project RIMS\PersistenceMapperProvider.resx" "H:\Project RIMS\PersistenceMapperProvider.TPersistenceMapperProvider.resources"'
  Error Message: 'The system cannot find the file specified'

What can I do to remove it?

It is hard to know if the error message refers to the exe-file or the resx-file... Did you check that both exist on the paths where they should be?

D:\Program Files\Microsoft.NET\SDK\v2.0\bin\resgen.exe
H:\Project RIMS\PersistenceMapperProvider.resx


If they are both there, does it help to restart VS? does it help to restart the machine?
